The “International Study of Transport Systems in a Low Carbon Society” study was initiated by the Institute of Transportation Studies (ITPS) based in Japan with funding from the Nippon Foundation.
This study consisted of a global study and six regional studies (North America, Latin America, EU, China, India Southeast Asia). The study aimed to determine what policies are needed for global CO2 transport emissions in 2050 to be equal to or minus 50% of 2000 emissions and for transport emissions per capita in 2050 to be equal worldwide. This assumed different regional targets for 2050: capped emission growth targets for China, India and Southeast Asia and emission reduction targets far higher than 0-50% for the EU and North America.
In phase 1, CAI-Asia conducted the regional study for Southeast Asia (Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam. The study combined the visioning-backcasting approach with the ASIF methodology to:
- Determine the business-as-usual scenario using the ASIF methodology for the Southeast Asia transport sector emissions (a model was developed for Southeast Asia)
- Develop two possible “images” of the future for the Southeast Asia road transport sector
- Identify relevant policies for the Southeast Asian countries that contribute to CO2 emission reductions
- Apply the policies individually and as policy packages to achieve the Southeast Asian target for transport CO2 emissions in 2050 set for this study for both images of the future.
In phase 2, CAI-Asia applies the visioning-backcasting methodology in more depth to these six countries and works with key stakeholders in each country to develop images of the future and a plan for low carbon transport development.
Preliminary results were presented at a session at the Transport Research Board (TRB) session "How to achieve a low carbon system".
