This project is part of a broader initiative to promote 3R (Reduce-Reuse-Recycle) to make cities more livable and specifically focuses on energy and fuel efficiency and reduction of associated CO2 and air pollutant emissions from the transport and energy sectors in Asian cities.

A rapid environmental assessment to determine the energy and CO2 emission baselines of cities is needed, and what investment projects and supporting policies would reduce energy and emissions under future alternative scenarios.

The pilot cities are Ho Chi Minh City (HCMC, Vietnam), Colombo (Sri Lanka) and Ahmedabad (India) which are coastal cities potentially affected by rising sea levels and thus need to prepare for climate change adaptation also.

Objective

Develop and test on 2 pilot cities a basic approach and tool for a rapid assessment of cities emissions from transport and energy and associated CO2 emissions, under a business-as-usual (BAU) scenario and alternative scenarios based on different choices of investment projects and supporting policies for buildings/industry and transport corridors.

Results of the project was presented at the ADB Urban Forum 2011

CAI-Asia organized a project meeting and was attended by city representatives and other stakeholders in order to (a) present the results of the project especially the alternative scenarios (b) receive feedback on the tool and approach and its potential for determining investment and policy needs for sustainable urban development in cities and (c) determine next steps to formalize the approach in a manual and scale up the application of the approach.
