The Partnership for Sustainable Urban Transport in Asia (PSUTA) was implemented in 2004 by Clean Air Asia through a Letter of Agreement between ADB and the World Resources Institute (WRI) Center for Transport and the Environment EMBARQ (http://www.embarq.org/), to review existing experiences and capacities on sustainable transport in Asia, draw up a set of key indicators for three cities in Asia, and develop a strategic framework that cities throughout the region can use to develop medium-term sustainable transport strategies. Funded by the Swedish International Development Cooperation Agency (Sida), PSUTA was an important part of Clean Air Asia's Business Plan. Very few cities in Asia have been able to formulate policies based on a true reflection of the economic costs of air pollution and congestion, and one of the objectives of this project is to develop a set of quantitative indicators for sustainable transport most appropriate for the current situation in Asian cities. PSUTA paved the way for the implementation of the Sustainable Urban Mobility in Asia Program.
EMBARQ conducted case studies in three representative cities across Asia: Hanoi (Vietnam), Pune (India), and Xi'an (China). The project involved the development of key indicators of sustainable urban transport throughout Asia. Emphasizing a quantitative analysis of factors affecting access to transportation, traffic safety and air quality, these indicators became the foundation of the city case studies. The case studies consisted of a critical review of baseline data as well as recommendations on the institutional arrangements and organizational and technological capacity necessary for sustainable urban transport planning in each city. The partnership published a strategic framework to help cities throughout the region develop an integrated sustainable transport plan for their particular transport situation.
Objectives/Outputs:
- Document sustainable transport planning in Asian cities.
- Build a sustainable transport indicator set for Xi'an, Hanoi and Pune. Report for each of the three cities on how to produce a sustainable urban transport plan and policy structure.
- Internal review and capacity building meeting in Hanoi, Vietnam for the participating cities.
- Workshop to develop "Strategic Framework for Sustainable Urban Transport in Asia."
- Presentation of PSUTA results at the Clean Air Initiative Asia’s "Better Air Quality 2004" (BAQ 2004) in Agra 6-8 December, 2004.
