Transport Emissions Evaluation Model (TEEMP) Tool

Transport projects can either lead to net increase in greenhouse gas (GHG) and air pollutant emissions or they can result in emissions savings. However, traditional tools and methodologies for evaluating the emissions impacts of such projects may require a lot of time, data requirements and financial resources. Methodologies and tools that would enable the rapid but sound assessment of the emission impacts of transport projects using readily available data are much needed.

CAI Asia, together with ITDP, ADB, Cambridge Systematics and UNEP-GEF, has developed excel-based, free-of-charge spreadsheet models collectively called as “Transport Emissions Evaluation Models for Projects” (TEEMP). The TEEMP tools were initially developed for evaluating the emissions impacts of ADB's transport project and have been modified and extended for GEF projects.

The TEEMP tools are sketch models which enable the estimation of emissions in both “project” and “no-project” scenarios and can be used for evaluating short to long term impacts of projects. TEEMP primarily evaluates the impacts of transport projects on CO2 emissions and to some extent air pollutant emissions using data gathered during project feasibility and actual operations. The TEEMP tools have been developed in such a way that required input data are based on what data is available and easily accessible.

A general emissions estimation manual, as well as project-specific emissions estimation tools are now available:

1. Manual for Calculating GHG Benefits of GEF Projects

2. City Sketch Analysis

3. Pedestrian Projects

4. Bike Share projects

5. Bikeways projects

6. Rural Roads Improvement

7. Urban Roads Improvement

8. Rural Expressways

9. LRT/MRT Projects

10. BRTS Projects

11. Railway Projects

12. Commuter Strategies

13. Pricing Strategies

14. Eco-Driving

15. PAYD Insurance

The tools and the manual are also available from the GEF-STAP website.

The TEEMP enables rapid assessment of a transport project's CO2 impacts and give reasonable direction for action and alternate options evaluation. For help, insights and training in using the models, please email the helpdesk – teemp@cleanairasia.org
